
I am interested in any idea to calm traffic, but this is probably pushing things a bit too far. It has a "boy cried wolf" vibe to me, that when drivers start to get used to seeing a child with a ball and then dismissing it, they'll be that much less attuned to the real thing.
And honestly, what child is playing ball in a parking garage?
